Kathmandu - Chief Whip of the Rastriya Swatantra Party (RSP), Kavindra Burlakoti, has said that it is not appropriate for opposition parties to allow the annual policy and programme to be tabled in Parliament but obstruct its discussion.
Speaking in the second meeting of the House of Representatives on Wednesday, which was also disrupted due to opposition protests, Burlakoti took time from Speaker D.P. Aryal and said that RSP has come to the Parliament to break old practices and establish a new political culture.
He stated, “The old parliamentary rules do not clearly require the Prime Minister’s presence for a policy and programme discussion. Once a document is tabled, it must proceed to discussion; otherwise, tabling itself becomes meaningless.”
He further said that since the public has sent them to Parliament with high expectations, the discussion on the policy and programme should be moved forward without delay, urging the Speaker to facilitate the process.
