Speaker Says He Will Discuss Prime Minister’s Attendance as House Meeting Faces Repeated Obstruction

Wednesday, May 13 2026

Kathmandu- Speaker D.P. Aryal has said that he will hold discussions on the issue of ensuring Prime Minister Balen Shah’s presence in the House of Representatives.

The second meeting of the House on Wednesday was again affected due to obstruction by opposition parties. Speaker Aryal stated that the discussion on the policy and programme for the upcoming fiscal year cannot move forward immediately and said he would communicate with the Prime Minister after the meeting.

Despite the Speaker’s assurance, opposition lawmakers continued to obstruct the proceedings.

Earlier in the day, although the Prime Minister was scheduled to table the policy and programme, he assigned the responsibility to Finance Minister Swarnim Wagle instead. Opposition lawmakers, however, have maintained their stance that the Prime Minister must be personally present during the discussion.

Due to continued disruption, the House meeting was adjourned for 15 minutes once again. The earlier session had also been suspended for 15 minutes but resumed only after about an hour.

During this time, Speaker Aryal had held consultations with leaders of both the ruling and opposition parliamentary parties regarding the operation of the House. Although an agreement had been reached to proceed with the meeting, it was again obstructed by opposition lawmakers.
